Westkeep is a squalid, ill-supplied locale. Disease runs rampant, morale is low, and agents of the Brotherhood are thought to be everywhere.

History
Originally a Keolish fort settlement, Westkeep fell to pirates along with the nearby settlements of Port Toli and finally Monmurg in 446 CY. Unwilling to risk a naval confrontation the King of Keoland, Tavish III, ordered an overland attack on Westkeep by marching his troops south through the Hool Marsh in 453 CY. The resulting Siege of Westkeep was a military disaster that cost the king his life.
The city remained under pirate control (ruled by a grandee) until 584 CY, when the Scarlet Brotherhood descended, killing most of the nobles and forcing the few survivors to capitulate. When the nation descended into near-anarchy five years later the chaos allowed King Skotti to invade in early 590 CY, finally capturing the stinking fortress city of Westkeep. Many considered this was foolhardy act, as the memory of fallen King Tavish III is still fresh in Keolish minds.
